The U.S. EPA 40 CFR part 98, requires owners or operators of commercial facilities that emit over 25,000 metric tons or more of CO2e (CO2 equivalent in global warming potential) per year of greenhouse gases to monitor and report annual mass emissions.
According to the EPA, a continuous emissions monitoring system (CEMS) consists of the total equipment necessary for the determination of a gas or particulate matter concentration or emissions rate using flue gas analyzer measurements and a conversion equation, graph, or computer program to produce results in units of the applicable emission limitation or standard.
